Kyle Persinger, the front passenger of the Corolla, was pronounced dead at the scene.

Commentary
Police have not publicly made any determination of fault, however, an investigation should offer more answers on this matter. From the narrative provided by DPS troopers, this accident may have been caused by the truck driver obstructing the southbound lanes of traffic while attempting a U-turn. The highway crossovers in this area are small, and a semi-trailer would likely have to cross several lanes of traffic at very low speed in order to make such a maneuver.
